The government published its response to the consultation on building-control charges, notices and certificates on 16 October 2026. The consultation page applies to England.

What has been published

Alongside the response, the Ministry of Housing, Communities and Local Government added an impact assessment and environmental and equality statements.

The original consultation considered allowing local authorities to recover costs across a wider range of building-control activities. It also examined data standards, notices and certificates, and the Building Safety Regulator’s charging arrangements.

What this means for project planning

This is an update about the publication of the consultation outcome. The original proposals should not be read as a complete description of the final rules or their commencement dates.

Developers and property owners budgeting for building-control work should check the final response, applicable regulations and the relevant service’s current charging schedule before committing to a figure. A consultation-page update alone does not establish the fee payable for a particular project.
