The government opened a consultation on draft supported-housing licensing regulations on 15 October 2026. It applies to England and examines the technical detail of the proposed regime.
What the consultation covers
The consultation asks how the licensing system would be structured and operated, which accommodation would fall within its scope, and what exemptions would apply. It also addresses applications, decisions and enforcement.
The published material includes draft Supported Housing (Licensing) (England) Regulations 2027. The exercise asks whether the draft legislation would deliver the policy set out in the government’s earlier response on supported-housing regulation.
Keep proposals separate from current duties
These are draft regulations being consulted on. Their publication should not be described as confirmation that every proposed requirement is already in force.
Providers and property owners involved in supported accommodation can review the draft and the official consultation questions before responding. The new technical consultation is separate from the earlier consultation held in 2025, whose outcome page now links to this next stage.
