An official Conservative conference speech published on 5 October 2026 confirms the party’s proposal to restructure Defra and abolish Natural England and the Environment Agency. The speech post-dates this archive item, originally published on 4 October; this article was updated on 18 October 2026 to use the dated primary account.

What the party proposes

Shadow environment secretary Victoria Atkins said a future Conservative government would return functions it considers effective to direct ministerial control. The proposal also includes removing functions it regards as duplicated or unnecessary. Atkins proposed an Environmental Crime and Enforcement Authority to tackle organised waste crime, pollution and wildlife offences.

The party presented these ideas as part of a review of Defra and its public bodies. They describe opposition policy, not a change already made by government.

What this means for property readers

The speech does not itself abolish either organisation, transfer statutory responsibilities or change the requirements that apply to a development. Property owners and developers should continue to follow the current planning and environmental rules for their project.

Any future restructuring would require decisions about powers, responsibilities, protections and implementation. The published speech gives the party’s intentions; it does not provide a commencement date or create a new planning-permission route.
