GLA takes no further action over Polanski council-tax complaint: what the decision covered

The June assessment concerned the scope of the GLA conduct code, rather than a final determination of council-tax liability.

The Greater London Authority’s monitoring officer decided on 17 June 2026 that no further action should be taken on complaints concerning Zack Polanski’s council-tax arrangements.

The reason for the decision

The published initial assessment concluded that the conduct complained of fell outside the GLA code of conduct because the Assembly member was not acting in an official capacity. The independent person consulted as part of the process agreed that the code was not engaged.

That is a specific procedural conclusion. It should not be presented as a ruling that council tax could never have been payable, or as a finding that the billing authority had completed its enquiries.

Council-tax questions were separate

The accompanying legal advice said that whether council tax was owed, and the amount if any, remained under investigation by Waltham Forest at that time. The assessment therefore distinguished between elected-member conduct rules and the separate question of personal tax liability.

This archive report describes the June decision. It makes no claim about any later council-tax determination and does not repeat the allegations as established facts. For readers, the key point is to read the actual decision and its jurisdiction, rather than treating a broad description such as being cleared as an answer to every issue.
