West Northamptonshire landlords reviewing older reports about licensing should check the scheme now in force before making decisions about a rental property. The council’s current guidance identifies mandatory and additional HMO licensing. Its additional scheme began on 24 February 2025 and runs for five years, with a boundary that includes further areas in Northampton and Daventry.
Which homes need checking?
The council explains that mandatory licensing covers shared homes occupied by at least five people from more than one household, where facilities are shared and at least one person pays rent. Smaller shared homes can fall within additional licensing in the designated area. Certain converted buildings containing self-contained flats can also be covered. Check the council’s definitions and map against the actual property rather than relying only on a letting advertisement’s description.
How the decision was reached
The Cabinet decision dated 19 November 2024 records approval of a five-year additional licensing designation following consultation. Its stated aims included safer accommodation, improved housing standards and better-managed neighbourhoods. The formal decision specifies the affected types of HMO and refers to the map and street list accompanying the report. Those documents matter when a property sits near a boundary or has an unusual layout.
A practical review for owners and buyers
Start a property file with the address, current occupation and any existing licence. Compare those details with the council’s published requirements and ask its housing team about any uncertainty. If buying a tenanted HMO, make licensing enquiries before committing: the council says licences cannot be transferred to a new holder. An existing seller’s licence is therefore not evidence that a buyer can simply continue under the same document.
Keep the licensing check separate from assumptions about future policy. This archive article originally concerned a proposal discussed in 2023; it has been rewritten around the current council guidance and subsequent decision. A proposal to investigate a different licensing approach is not itself a live designation. For a specific address, obtain confirmation from the council and retain the response with the property records.
