Landlords buying or managing shared homes in Gloucester should make two separate checks: whether the property needs a licence and whether its use has the necessary planning position. The council's latest guidance gives different dates for the new licensing scheme and an upcoming planning restriction.
Additional licensing is already in force
Gloucester's additional HMO licensing designation took effect on 21 September 2026 and covers every ward. The council describes its scope as section 254 HMOs occupied by at least three people forming two or more households that are outside mandatory licensing. Certain converted buildings containing self-contained flats also fall within the scheme under section 257; owners should check the detailed criteria rather than assume all flat conversions qualify.
Each qualifying property needs its own licence. Conditions can cover management and permitted occupancy. The council also states that licences are not transferable when a property is sold: a new owner intending to continue HMO operation needs to apply.

The planning change has a later date
The council's planning page says its non-immediate Article 4 Direction comes into force on 3 March 2027. It removes permitted development rights for the change from a dwelling house to a small HMO within the designated area.
The listed wards are Kingsholm and Wotton, Elmbridge, Westgate, Barton and Tredworth, Moreland and Kingsway. This is not a citywide start date for the licensing scheme, and the two requirements should not be confused. Larger HMOs have separate planning requirements.

Questions to settle before committing
For a proposed purchase, ask for the property's current licence, occupancy arrangements and planning history. Put any uncertainty to the relevant council team using the exact address and proposed use. A listing described as an investment opportunity is not a substitute for those checks.
For an existing letting, keep the licence conditions with the management file and assign responsibility for each required action. Review the position before changing occupancy or carrying out a conversion.
