The Welsh Government published an update on its proposed statutory licensing scheme for visitor accommodation on 5 July 2023. The statement, made by then Deputy Minister Dawn Bowden, described consultation work intended to inform the design of a future scheme. It did not announce that providers could already apply for a licence under that proposal.
The policy ambition covered visitor accommodation broadly, including short-term holiday lets. The government linked the work to sustainable tourism, community interests, visitor safety and consistency across providers. It also acknowledged that online booking platforms had changed the market, creating new opportunities alongside questions about compliance.
What had been consulted on
The public consultation began in December 2022 and ran for thirteen weeks, closing on 17 March 2023. Its independent analysis recorded 1,133 complete responses and 462 partial responses. The consultation asked about the scheme’s aims, delivery arrangements, accommodation types and potential effects, including on the Welsh language.
Three additional engagement sessions were held across Wales in May 2023. They gave tourism stakeholders an opportunity to discuss technical aspects of the proposal. The July statement published the consultation findings and explained that ministers would reflect on the evidence before setting out further proposals.
A consultation is not a referendum
Our editorial interpretation is that responses can help explain practical concerns without establishing the views of every resident, visitor or business. People who choose to respond are not necessarily a representative sample of the whole population. A percentage of responses to one question should retain its question wording and respondent base.
It is also important to distinguish policy stages. An ambition, a consultation, a government response, legislation and an operational application system are separate events. An archive headline can become misleading if it removes those stages and presents a proposal as a duty already in force.
This article records the July 2023 development of the Welsh proposals. It does not explain today’s registration, licensing, planning or tax arrangements. Accommodation providers considering action now should use current Welsh Government and local authority guidance for their exact activity and location.
