England's revised National Planning Policy Framework, published in August 2026, placed greater emphasis on housing near well-connected stations. This archive explanation was checked against the government's framework on 17 October 2026.
Density expectations
Policy L3 sets a minimum of 35 dwellings per hectare within the net developable area for residential or mixed-use schemes within reasonable walking distance of a well-connected station. Where service frequency is at least twice the defined minimum, the expectation rises to at least 45 dwellings per hectare.
The framework includes exceptions, including certain sites below the major-development threshold where meeting the standard is shown to be inappropriate or impossible. The definitions and full policy therefore matter as much as the headline numbers.
A station is not a permission
A government announcement described the policy as a way to support more homes around stations. That does not mean a nearby railway stop automatically grants planning permission or removes every other consideration.
Before relying on the policy, check whether the station and walking route meet the framework's definitions, identify the actual net developable area and discuss the proposal with the local planning authority.
Assess the site as a whole
An investment appraisal should distinguish a policy opportunity from a consented scheme. Keep evidence of access, design constraints and infrastructure assumptions alongside the density calculation. Do not treat the highest theoretical unit count as guaranteed.
For an individual project, obtain planning advice based on the current framework and the site's circumstances before committing to a purchase price or development programme.
